China's population to near 1.4 bln by 2015: official

NANJING, July 3 (Xinhua) -- The population of China, the world's most populous country, is projected to reach 1.39 billion by the end of 2015, with those age 60 or over topping 200 million people, said Li Bin, head of the country's top population policy agency.

Li, director of the National Population and Family Planning Commission, released these estimates Saturday during a speech at the annual conference of the China Population Association in Nanjing, capital city of east China's Jiangsu Province.

The urban population is projected to be over 700 million over the next five years, for the first time exceeding the rural population, according to Li.

She said the increase in the next five years would be based upon the nation's population momentum, which, according to her, would begin to decline after 2015.

Population momentum is the tendency of a highly fertile population that has been rapidly increasing in size to continue to do so for decades after the onset of even a substantial decline in fertility.

And there, standing by the now empty hen house, beneath Willow's tummy - who, it has to be said, was looking sheepish - was the smallest lamb I have ever seen. How did that happen? The lamb stood up, wobbled, smiled and sat down. It has tiny black hooves and a soft afro. I guessed he (I think it's a boy, but it's hard to tell) was only a few hours old, as he was still quite wet, and having trouble finding Willow's teat.

At first I thought the father might have been one of the asylum-seeking lambs, but the timing is all wrong. Willow must have encountered a ram on one of the few occasions she hot-hooved it down the lane. At least someone around here has been having sex. I phoned my friend Isobel, who has a flock of rescued shetlands, for advice. She said I should put mother and child in a stable for a few days, just in case the fox comes back. Willow looked exhausted: she lay on the grass, staring myopically at her baby. Then the lamb did a wee and so, pretty sure now that it is a boy, I named him Kevin. They are in the stable, with a straw bed, lots of hay and nuts. Kevin has turned out to be incredibly greedy, pulling on his poor mum before flopping in the straw, unsure of what to do with all his legs. "Some sites include 'DSA' in their Google search listings or web page headings, which can make it confusing as to whose site you're on."

A HI-TECH approach to managing city housing is being taken by Derby Homes as it looks to cut its budget and staff levels by 5% over three years.

The consultancy, which has found Pounds 32 million of savings at the city council and 465 posts which could go, concluded the housing group should save Pounds 1 million by being more "radical" in its approach to technology. This includes encouraging tenants away from traditional housing centres for inquiries and towards the internet.

Figures show that each inquiry at a housing centre costs Derby Homes about Pounds 5, while call centre queries cost Pounds 2 and those put through the website just 20p.

The consultants also suggested about 21 staff could be shed, but Derby Homes chief executive Phil Davies said this could be achieved with no compulsory redundancies.

He said: "We have an annual turnover of probably 25 staff so we have set ourselves the goal of achieving the re-duction over the next three years."

Derby Homes is looking to spend about Pounds 500,000 on upgrading its IT systems so it can save the money in the long term.

Staff will be equipped with laptops and handheld devices allowing them to report repairs, file forms and do their jobs away from the office.

Mr Davies said: "What this does is challenge the way we operate and work and the ways we could make staff operate more efficiently.

"PriceWaterhouseCoopers basically said we were heading in the right direction but needed to be more radical."

The move away from housing centres will continue. Mr Davies said: "We used to have 15 housing offices but in the past 10 to 15 years we have moved away from that towards people calling up to get answers to questions and now we have just two traditional housing centres.

"We are now looking at systems such as Sexy Costumes texting tenants to let them know when staff will be coming to carry out repairs or letting them know they are falling behind on their rents."

The organisation's website allows users to create personal accounts, similar to online banking, so they can order and track repairs and their bills.

In three to four years Mr Davies wants five per cent of customers to be using the internet.

For the past two years, high salinity in the state's streams during the dry late summer season has raised concerns over natural gas industry water withdrawals that reduce flows even further. As this summer's dry season kicks in, residents have a tool: the West Virginia Department of Environmental Protection's Water Withdrawal Guidance Tool.

"The DEP secretary has made it very plain that we are not tolerant of streams being dried up," said Mike Stratton, Water Use Section manager at DEP.

It was about mid-August these past two years when the level of dissolved solids salts, mainly shot up in parts of the Monongahela River drainage.

In 2008, late summer low stream flows combined with incompletely treated natural gas well brine to cause problems for industrial and drinking water uses on the Mon River in Pennsylvania.

Then, in late summer 2009, salty mine drainage in Dunkard Creek, a major Mon River tributary at the West Virginia-Pennsylvania border, resulted in the death of all of the fish and mussels on more than 30 miles of the creek.

But over this same two years, withdrawals from surface waters by natural gas companies drilling in the Marcellus Shale have increased.

A single Marcellus "frack" job to crack the shale and release trapped hydrocarbons uses millions of gallons of water, sometimes pumped and hauled from streams.

The Marcellus water-use issue has come up in a decade during which the state is getting clear about how much water there is and how to protect water quantity and regulate uses.

It started with the Water Resources Protection Act of 2004 and, with the broader Water Resources Protection and Management Act of 2008, will result in a water resources management plan in 2013.

Midway through this planning process, Stratton said, WVDEP developed the Water Withdrawal Guidance Tool to advise operators in the natural gas industry when it is safe to withdraw and from where.

Stratton said the guidance tool is the first place to go not only for gas well operators but also for residents concerned about withdrawals.

Users get withdrawal recommendations by clicking in the watershed of interest on an online map of the state.

The map is divided into about 30 regions, each of which delivers recommendations based on readings from a U.S. Geological Survey stream gauge.

Recommendations for withdrawals from any stream in the Northern Panhandle and northern Wetzel County, for instance, are derived from the flow measured at a gauge in Wheeling Creek.
